Abstract: The ideas introduced by the author in a couple of recent papers on entropy, irreversitibity and quantum measurement are first briefly summarized. The meaning of the concept of observer introduced in these papers is defelopsd further .and implications discussed. The observe1 is proposed as being an entity always existing and exlsting In the singular as opposed to being a living system obeying laws of physics and chemistry.
